WHERE IN SERBIA ARE BUILDING PERMITS OBTAINED THE FASTEST?

Although the crisis caused by the pandemic has endangered many sectors, and the prices of construction materials are increasing day by day - construction in Serbia does not suffer. Since the beginning of the year, 20% more applications have been submitted for obtaining a building permit than in the same period in 2021. Which cities issue construction permits the fastest and is only what is written in the permit being built on the ground?

Since the beginning of the year, 145 applications for obtaining a building permit have been submitted in Niš, and every second one has been obtained.

“A small problem is that they have to get to the land for the public area where the street will be built and for which they are obliged to provide that land themselves, because investors find it very difficult to establish contact with private investors and landowners“, said Marina Živulović Petrović, assistant mayor of Niš for construction.

In the Municipality of Čajetina, 170 requests for construction were received, and 104 building permits were issued. They also say that they have facilities that deviate from the building permit.

“If he gets a building permit for a thousand square meters, he can make 110,000 m2 and get a misdemeanor report, because it is just a deviation from the building permit and is not subject to criminal liability, and everyone in Serbia knows that today and everyone is silent about it. In this way, as the Law on Legalization was passed, the illegal builder is placed in a privileged position, and it is to the detriment of us who paid for proper communal equipment“, stated the President of the Municipality of Čajetina, Milan Stamatović.

In the capital, cranes are at every turn, and 1,935 investors have applied for construction. One of the reasons, they explain in the city, is the lack of funds or time to respond to all requests. Another problem is the lack of infrastructure - water supply, sewerage and streets to these facilities, writes ekapija.com.

“When applying for a building permit if there is no infrastructure, they must conclude a contract with the Directorate for Urban Construction Land on the missing infrastructure where either the investor undertakes to build part of that infrastructure or the City undertakes to build the infrastructure within the deadline. that the City undertakes that, say, within two years as long as it takes to build one facility, the infrastructure will be ready. In that sense, there are no obstacles for the use permit“, stated Marko Stojčić, urban planner of the City of Belgrade.

Experts remind that it is good that more and more are being built, but they note that one must still stand in the way of illegal construction.

"There is one space to actually start building illegally and then under certain pressure it is legalized. My personal opinion is that the Law on Legalization should be repealed and everything should be returned to normal, that it should be done on the basis of valid planning documentation, and that legalization does not exist, "said Professor Ivan Rašković from the Faculty of Architecture.

Since the beginning of the year, about 16,000 applications for building permits have been submitted, and about 85% of them have been resolved. However, less than 2,000 use permits have been issued to investors so far.
