VESIĆ ANNOUNCED NEW CONSTRUCTION LAW: FIRST INSURANCE POLICY, THEN THE FOUNDATION

All investors will have to have an insurance policy against damage to third parties, said Goran Vesić, Minister of Construction at the Look up conference in Kopaonik.

He explained that the policy for locations in parts of the city where there are old buildings will be more valuable and noted that this way citizens will be able to recover if they suffered damage due to a construction error or if an investor negligently builds in their neighborhood, which until now could not be done. As he announced, these will be just some of the amendments to the Law on Planning and Construction, which the Ministry of Construction is preparing with the Ministry of Environmental Protection and other competent institutions.

One of the proposed changes is that when obtaining a use permit, investors will have to submit proof that construction waste has been handed over to the operator. The minister stated that in this way, most of the problem of illegal landfills will be solved, euronews.rs reports.

INVESTORS TO RETURN THE ROADS TO THEIR ORIGINAL CONDITION

"It is planned to introduce an item that all investors, before reporting the works, must submit a report on the condition of all local roads in the vicinity of the construction site and bank insurance from which the person who issued the construction permit, which is usually the local self-government, will be able to is charged if all roads are not restored to their original state. We currently have a problem, because the inspections are not doing their job well enough and then they leave those roads in a very bad condition, and then we repair those streets from the budget, from a couple of citizens, otherwise they should be repaired by the person who brought them to such a state." said Vesić.

He pointed out that when amending this regulation, they will deal specifically with construction sites.

"We will also deal with the noise and dust from the construction site and we will try to solve that problem, the fines will be additionally tightened." We will try to solve that problem, that if someone is already building, then he must work in such a way as to disturb the people living in the area as little as possible, and not to be a nuisance to them," said the Minister of Construction.

He noted that the Ministry of Construction and Transport Infrastructure will try to promote green construction through changes in the law.

"The first certified building in Serbia was in 2013, and in the first quarter of 2021 there were 29 such buildings, in September of this year - 110. This shows that even though it is not subsidized, green construction has its own market. The proposal will be that in the future, during construction, all public buildings must have green certification. In addition, we are thinking of introducing the obligation that all large-scale buildings, with more than 10,000 square meters, must also have mandatory green certification. We believe that it is important and that we should also introduce it," said Vesić.

LOWER TAXES FOR GREEN BUILDING

He reminded that the Law on Planning and Construction is the lex specialis, which is above all others and that there is a possibility that its amendments could introduce the possibility for local governments to reduce contributions for green construction, which would encourage investors to invest more.

"We will propose to reduce the property tax for those buildings, which again can be an incentive for larger investments." I'm sure that responsible local governments will do it, and in that way we will help to have more such facilities that have a greener certification".

He also announced the introduction of the obligation that every third parking space in new buildings has an electric charger, which is not the case now.

"The tender in Putevi for 10 chargers is ending. In the next year, we will install another 100 chargers on highways, and we want to contribute to more electric vehicles. We plan to create green oases, and we plan to turn several rest areas - initially 12 - into green pumps and places where people will be able to spend time and drink coffee," said Vesić.

He mentioned that a reduction in the toll for this type of vehicle is also being considered, and that there are proposals to give these benefits to hybrid cars as well.

BUILDING RENOVATION FUND

"We have to find a way to restore the existing building stock, because in our country we have many buildings that were built in the second half of the 20th century, which can be certified with relatively small investments. It is not realistic to transfer it to the tenants. The idea is to create a fund from which we will give incentives so that they can enter into the renovation of the existing housing stock. Those buildings can be certified, and that is also important for saving energy," said Vesić.

He also mentioned that the idea of prescribing the obligation to use recycled material during the construction of new and reconstruction of old roads is being considered, writes euronews.rs.

"A regulation is being prepared and we think that it would improve the recycling of construction waste," announced Vesić.
